Endorsement of ECNR (Emigration Check Not Required) on Passport

LIST OF APPLICANTS ENTITLED TO EMIGRATION CHECK NOT REQUIRED STAMP (ECNR):

Eligibility :- 

1. Persons going abroad in managerial capacity in Hotels/Restaurants, Tea-House or other places of Public resort etc. possessing specialized Degrees in these fields.
2. All Gazetted Government servants.
3. All Income-Tax payers (including Agriculture Income-Tax Payees) in their individual capacity. Proof of assessment of income of advance tax. However, in most cases as an assessment order is not issued separately by the income tax department, income tax returns which are stamped by income tax authorities can be accepted.
4. All profession Degree holders, such as Doctors holding MBBS degree or equivalent degree in Ayurveda or Homeopathy, accredited Journalists, Engineers, Chartered Accountants, Cost Accountants, Lecturers, Teachers, Scientists, Advocates etc.
5. Spouses and dependent children till the age of 24 years of category of person listed from (b) to (d).
6. All persons who have been staying abroad for more than three years (the period of the three years could be either at a stretch or broken), and spouses and children till the age of 24 years of such persons. Photocopy of the pages where Immigration departure/arrival stamps from and to Indian are affixed should be submitted along with the application form. 
7. Seamen who are in possession of Indian or Foreign CDC or Sea Cadets. For Deck Cadets:
   • who have passed final examination of three years B.Sc. Nautical Sciences Courses at T S Chanakya, Mumbai; and T S Chanakya, T S Rehman, T S Jawahar, MTI (SCI) and NIPM, Chennai, after Production of identity cards issued by the Shipping Master, Mumbai/Kolkata/Chennai. 
8. All holders of Diplomatic /Official Passports
9. Dependent children of parents whose passports are classified as ECNR. In such children ECNR classification to be restricted until they attain 24 years of age.
10. Persons holding Permanent Immigration Visa, such as the visas of UK, USA and Australia
11. Persons with 10+2 qualification from a recognized Central/State Board or possessing higher degrees from recognized Central/State Universities.
12. Persons possessing two years’ diploma from any Institute recognized by the National Council for Vocational Training (NCVT) or State Council of Vocational Training (SCVT) or persons holding three years’ diploma/equivalent degree from institutions like Polytechnics recognized by Central/State Governments.
13. Persons possessing certificate of vocational training from a recognized Institution like Polytechnics.
14. Nurses possessing qualifications recognized under the Indian Nursing Council Act. 1947.
15. All person above the age of 50 years.
16. Army staff with degree qualification obtained in the Army.
17. Children adopted by foreign nationals.
18. Children adopted by Indian citizens provided the parents of either of parents have ECNR facility endorsed on his/her passport. This facility will be valid till the child acquires the age of 24 years.
19. Children below 18 years of age provided they are accompanied by any or both parents. 

Note :-

Kindly note that a person holding Indian passport will be deemed to have been given the Emigration Check Not Required ( ECNR ) , if there is no such endorsement in the passport. However, in respect of  Emigration Check  Required ( ECR ) category, an ECR stamp would be affixed on the passport.
